REQUEST FOR QUALIFICATIONS FOR PROFESSIONAL
DESIGN SERVICES
IN CONNECTION WITH
FACILITIES MASTER PLAN PROJECT
I. DESCRIPTION OF THE PROJECT
The Board of Education of the Maumee City School District
(hereinafter referred to as the “District”) in
accordance with Ohio Revised Code Sections 153.65 through 153.71
hereby requests statements of qualifications from interested
professional design firms for the purpose of obtaining professional
design services in connection with the District’s Facilities
Master Plan Project (hereinafter referred to as the
“Project”). The Project is anticipated to include
design, construction, renovations and/or improvements to various
facilities in the District. The District seeks master planning
services for certain construction, renovations and/or improvements
to be identified and developed during the master planning phase of
the Project. Upon completion of the master planning phase of the
Project, the District may negotiate with the selected firm a
contract for additional design and construction administration
services in connection with such construction, renovations and/or
improvements to be identified and developed during the master
planning phase of the Project. Notwithstanding the foregoing, the
District reserves the right to not proceed with the selected firm
for such additional design and construction administration
services.
II. SCOPE OF SERVICES
The selected firm will provide master planning services
including without limitation information, research and data
gathering; analysis, assessment and recommendations; developing
conceptual plans and drawings which reflect the District’s
objectives for the Project; providing maps, charts, plats,
diagrams, and other materials that support the master plan;
developing guidelines and alternatives for the final design;
finalization of the master plan; and related services necessary for
the District’s master planning. The selected firm may also be
engaged to assist the District in evaluating statements of
qualifications and technical and pricing proposals of a
construction manager at risk and/or design-builder (if one of those
delivery methods are used); provide design and construction
document phase services; provide bidding/negotiation/GMP proposal
phase, construction phase, closeout phase and post-closeout phase
services; and such additional and/or reasonably inferable services
as may be necessary or appropriate.
III. EVALUATION CRITERIA
Interested professional design firms must submit statements
of qualifications that describe the firm’s capabilities to
provide the services and include the following: information
regarding the history of the firm; the technical training,
education and experience of owners and key personnel who will be
assigned to perform services; the technical training, education and
experience of the firm’s current staff; relevant past work
and performance of the firm’s prospective consultants and the
firm’s previous experience when working with its proposed
consultants; the firm’s experience in performing construction
administration; availability of staff; the firm’s equipment
and facilities; the location, availability and accessibility of
facilities and equipment to support staff activities; experience in
master planning; specification writing credentials and experience;
experience with working within the design-build, construction
management at risk, general contracting and/or multiple prime
contractor delivery methods; services the firm typically performs
in-house versus services that the firm typically performs through a
consultant; the firm’s record keeping, reporting, monitoring
and other information management systems, including the scheduling
and cost control systems; any previous work performed in connection
with school districts or any other political subdivisions; and
other similar information. Extensive marketing materials and
brochures are not desired.
IV. INSTRUCTIONS FOR SUBMITTING STATEMENTS OF
QUALIFICATIONS
Interested professional design firms must reply with
the submission of an electronic copy of a statement of
qualifications via email to Mr. Paul Brotzki
(pbrotzki@maumeek12.org). This electronic submission should be
combined by the firm into one PDF file which identifies the
firm’s name. Use the “print” feature of Adobe
Acrobat or similar software for creating a PDF rather than using a
scanner. The submission should be identified by the firm as
“MAUMEE CSD – Facilities Master Plan Project
Professional Design Firm SOQ.” The District reserves the
right to waive any defect or technicality in any statement of
qualifications received or to eliminate any firm that submits an
incomplete or inadequate statement of qualifications or that is not
responsive to this Request for Qualifications.
The deadline for submission is not later than
4:00 P.M., local time, on
JANUARY 30, 2026. Statements of
qualifications received after this date and time will not be
considered by the District.
The District will evaluate the responding firms separately
and rank the firms in order of their qualifications. As part of
this evaluation, the District may hold interviews with individual
firms. The District expects to enter into contract negotiations
with the firm ranked most qualified to perform the services needed.
This evaluation is subject to the District’s sole and
absolute right to terminate the selection process and refrain from
entering into any contract with any firm.

Request for Qualifications must be directed via email to Mr. Paul
Brotzki (pbrotzki@maumeek12.org). Questions will be reviewed, and
the District will determine whether any addenda should be issued as
a result of any such questions.
