On or after April 30 , 2026, the City of Toledo will submit
a request to the U.S. Department of Housing and Urban Development
(HUD) for the release of HOME funds under the Cranston-Gonzalez
National Affordable Housing Act of 1990 to undertake the following
project:
Tier 1 Broad Review Project/Program
Title: Housing Development Program
Purpose: The program involves home gap
financing assistance for single or multi-family rehabilitation of
projects owned, developed, or sponsored by non-profit, or
for-profit developers. The program will include new construction of
single-family home units. The program will also assist low to
moderate income homeowners with housing repair or rehabilitation to
restore their homes to decent, safe, and sanitary conditions.
Owner-occupied rehabilitation activities will address code
violations, health, and safety issues. The program will benefit low
to moderate income census tracts in the City Of Toledo (map
uploaded). Although individual projects have not been identified at
this time, environmental reviews will be conducted for each
identified property before program activities begin. Individual
sites will be reviewed for compliance with federal laws and
authorities listed in 24 CFR Part 58. The program does not include
conversion of land use. The length of time covered by this review
is five (5) years.
Location: The program will benefit low
to moderate income census tracts in the City of Toledo. Although
individual projects have not been identified at this time,
environmental reviews will be conducted for each identified
property before program activities begin. Individual sites will be
reviewed for compliance with federal laws and authorities listed in
24 CFR Part 58.
Project/Program Description: Housing
development will include, but limited to, down-payment assistance,
rehabilitation of single or multi-family homes, and construction of
single-family homes. Tier 2 site specific reviews will be completed
for those laws and authorities not addressed in the tier 1 broad
review for each address under this program when addresses become
known.
Level of Environmental Review Citation:
58.35(a)(3) and 58.35(a)(4)
Tier 2 Site Specific Review: The site-specific
reviews will cover the following laws and authorities not addressed
in the Tier 1 broad review: Flood Insurance, Coastal Zone
Management, Endangered Species, Historic Preservation,
Contamination and Toxic Substances, Explosive and Flammable
Hazards, Noise Abatement and Control, and Wetlands Protection.
Mitigation Measures/Conditions/Permits:
Flood Insurance: Any project
identified to be located in a floodplain will be required to
maintain flood insurance. All site-specific reviews will include
Flood Insurance Rate Maps. FEMA maps will be reviewed for every
project to ensure whether the project is located in a floodplain or
not. Appropriate paperwork will be completed and kept in the
project file as part of the Environmental Review Record (ERR).
Coastal Zone Management: The
program includes construction of new 1-4 new houses. The
locations/sites for the proposed new 1-4 new constructions are yet
to be determined. As the sites are identified, site visits and
review of the Coastal Zone Management map will be examined to
determine the exact locations of the proposed projects. The Ohio
Department of Natural Resources will be contacted when necessary.
Contamination and Toxic
Substances: It is HUD policy that projects that involve the
use of federal funds be free of contamination and hazardous
materials, radioactive substances, toxic chemicals and gases that
can affect the health and safety of residents. Site visits will be
conducted for every site-specific project to ensure that the
property is not contaminated. EPA Enforcement and Compliance
History Online (ECHO) will be used as a resource to conduct
environmental review of properties. Ohio EPA and/or the City of
Toledo’s Environmental Services will be contacted when
situations with potential negative impact on the environment are
encountered during review of a project.
Endangered Species: As project
locations are identified, site visits and IPaC location resources
will be used to determine whether proposed projects will impact
endangered species critical habitats. The Ohio Department of
Natural Resources may be contacted when necessary. The program
includes construction of new 1-4 new houses. The locations/sites
for the proposed new 1-4 new constructions are yet to be
determined.
Explosive and Flammable Hazards:
It is HUD policy that projects that use federal funds be free of
explosive and flammable materials. Site visits will be conducted
and research done for every site-specific project to ensure that
the site is not hazardous and does not pose any health threat to
the public.
Historic Preservation: The City of
Toledo has a Programmatic Agreement (PA) with the Ohio State
Historic Preservation Office (SHPO) which outlines a process for
historic reviews. Each identified property will be reviewed per the
stipulations in Section 106. Items not covered by the PA will be
sent to SHPO for review.
Floodplain Management: Any project
identified to be located in a floodplain will be required to
maintain flood insurance. All site-specific reviews will include
Flood Insurance Rate Maps. FEMA maps will be reviewed for every
project to ensure whether the project is located in a floodplain or
not. Appropriate paperwork will be completed and kept in the
project file as part of the Environmental Review Record (ERR).
Noise Abatement and Control: The
program will assist low to moderate income homeowners with housing
repair or rehabilitation. The program will also include
construction of new 1-4 new houses. Aerial maps will be reviewed to
ensure that project sites are not within 15 miles of airports,
1,000 feet from major streets, and 3,000 feet from railway tracks.
When necessary, noise attenuations measures will be applied for
project compliance.
Wetlands Protection: The program
will assist low to moderate income homeowners with housing repair
or rehabilitation. The program will also include construction of
new 1-4 new houses. As project locations are identified the IPAC
location resources will be used to determine whether proposed
projects will impact endangered species critical habitats.
Estimated Project Cost:
HOME AMOUNT: $9,875,000.00
TOTAL: $21,467,391.00
The activity/activities proposed are categorically excluded
under HUD regulations at 24 CFR Part 58 from National Environmental
Policy Act (NEPA) requirements per 58.35(a)(4). An Environmental
Review Record (ERR) that documents the environmental determinations
for this project is on file at the City of Toledo, Department of
Housing and Community Development and may be examined or copied
weekdays 8:30 A.M to 3:30 P.M. or at
https://cpd.hud.gov/cpd-public/environmental-reviews.
The ERR will also be made available to the public for review
