To All Interested Agencies, Groups, and Individuals:
On or about, but not before,
June 5, 2026, the Board of Lucas County
Commissioners, City of Maumee, and City of Oregon will submit
requests to the State of Ohio for the release of Federal funds
under Section 104 (g) of Title I of the Housing and Community
Development Act of 1974, as amended; Section 288 of Title II of the
Cranston Gonzales National Affordable Housing Act (NAHA), as
amended; and/or Title IV of the Stewart B. McKinney Homeless
Assistance Act, as amended; to be used for the following project:
PY2025 Lucas County Community Housing Impact
& Preservation (CHIP) Program
Source of Federal Funds: Community
Development Block Grant (CDBG); HOME Investment Partnership Funds
(HOME); and HOME Housing Program Income. The Board of Lucas County
Commissioners, as lead entity for the CHIP that includes the cities
of Maumee and Oregon as partnering jurisdictions, proposes to use
up to $1,050,000 through its CHIP to provide Private
Rehabilitation, Home/Building Repair, and any other eligible
activities to low-moderate income (LMI) households within Lucas
County (county-wide) and including the cities of Maumee and Oregon
(excluding the City of Toledo). For PY2025, the Lucas County CHIP
partnership proposes funding for approximately nine (9) Private
Owner Rehabilitation projects (using up to $100,000 CDBG and
$509,000 HOME); approximately eleven (11) Owner Home/Building
Repair projects (using up to $315,000 CDBG); Fair Housing Program
(using up to $8,000 CDBG); and General Administration of up to
$118,000 (using up to $70,000 CDBG and $48,000 HOME). Program
includes approximately $141,021 HOME Housing Program Income (PI)
from all partners ($109,306 HOME PI from Lucas County; $6,115 HOME
PI from Maumee; and $25,600 HOME PI from Oregon) for Private Owner
Rehabilitation projects. Multi-Year Project. Lucas County
(county-wide) and including the cities of Maumee and Oregon as
partnering jurisdictions (excluding the City of Toledo). Estimated
Cost of Project: $1,050,000 +/- per funding cycle.
The activities proposed are categorically excluded under
U.S. Department of Housing and Urban Development (HUD) regulations
at 24 CFR Part 58 from National Environmental Policy Act (NEPA)
requirements. An Environmental Review Record (ERR) that documents
the environmental determinations for the project is on file at the
Board of Lucas County Commissioners, One Government Center, Suite
800, Toledo, OH 43604; City of Maumee, 400 Conant Street, Maumee,
OH 43537; and City of Oregon, 5330 Seaman Road, Oregon, OH 43616
and may be examined or copied weekdays 8:30 A.M to 4:00 P.M.). The
ERR may also be provided upon request electronically via email.

PUBLIC COMMENTS
Any individual, group, or agency may submit
written comments on the ERR to the Board of Lucas County
Commissioners and the cities of Maumee and Oregon by U.S. mail or
email at the addresses above. All comments received before
June 5, 2026, will be considered by the
Board of Lucas County Commissioners and the cities of Maumee and
Oregon prior to authorizing submission of a request for release of
funds.
ENVIRONMENTAL CERTIFICATION
The Board of Lucas County Commissioners
certifies to the State of Ohio that Lisa A. Sobecki in her capacity
as President of the Board of County Commissioners consents to
accept the jurisdiction of the Federal Courts if an action is
brought to enforce responsibilities in relation to the
environmental review process and that these responsibilities have
been satisfied. The State of Ohio’s approval of the
certification satisfies its responsibilities under NEPA and related
laws and authorities and allows the Board of Lucas County
Commissioners to use Program funds.
The City of Maumee certifies to the State of Ohio that
Chelsea Ziss in her capacity as Mayor of the City of Maumee
consents to accept the jurisdiction of the Federal Courts if an
action is brought to enforce responsibilities in relation to the
environmental review process and that these responsibilities have
been satisfied. The State of Ohio’s approval of the
certification satisfies its responsibilities under NEPA and related
laws and authorities and allows the City of Maumee to use Program
funds.
The City of Oregon certifies to the State of Ohio that
Steven R. Salander in his capacity as Mayor of the City of Oregon
consents to accept the jurisdiction of the Federal Courts if an
action is brought to enforce responsibilities in relation to the
environmental review process and that these responsibilities have
been satisfied. The State of Ohio’s approval of the
certification satisfies its responsibilities under NEPA and related
laws and authorities and allows the City of Oregon to use Program
funds.
OBJECTIONS TO RELEASE OF FUNDS
The State of Ohio will accept objections to
its release of funds and the Board of Lucas County Commissioners,
City of Maumee, and City of Oregon’s certifications for a
period of fifteen days following the anticipated submission date or
its actual receipt of the request (whichever is later) only if they
are on one of the following bases: (a) the certification was not
executed by the Certifying Officer of the Board of Lucas County
Commissioners, City of Maumee, and/or City of Oregon; (b) the Board
of Lucas County Commissioners, City of Maumee, and/or City of
Oregon has omitted a step or failed to make a decision or finding
required by HUD regulations at 24 CFR part 58; (c) the grant
recipient or other participants in the development process have
committed funds, incurred costs or undertaken activities not
authorized by 24 CFR Part 58 before approval of a release of funds
by the State of Ohio; or (d) another Federal agency acting pursuant
to 40 CFR Part 1504 has submitted a written finding that the
project is unsatisfactory from the standpoint of environmental
quality. Objections must be prepared and submitted in accordance
with the required procedures (24 CFR Part 58, Sec. 58.76) and shall
be addressed to Ohio Department of Development, Office of Community
Development at OCD@development.ohio.gov. Potential objectors should
contact the State of Ohio to verify the actual last day of the
objection period.
