Electronic proposals for the furnishing
of the materials, labor, equipment and necessary services to
construct
Eastern Soil Capping Activities at the South
Ave. & Kuhlman Dr. Fill Area Redevelopment, Toledo, Lucas
County, Ohio will be received by Lucas County, Ohio, at the
office of the Board of County Commissioners, One Government Center,
Suite 800, Toledo, Ohio 43604, until
Thursday August 27, 2026 at 2:00 p.m., local
time and at that time and place will be publicly opened.
The Contractor shall furnish materials, labor, tools,
equipment, incidentals as required to complete site preparations,
and placement approximately 19,100 cubic yards of clean soil
located on the Western project site and site restoration.
All BIDDERS should be aware that this project may be subject
to the Lucas County Board of County Commissioner’s
Responsible Contractor Policy and Prequalification Process and the
Project Labor Agreement Policy.

This procurement is partially funded through a grant from
the Ohio Department of Development (ODOD) Brownfield Remediation
Program. The provisions of the Ohio Administrative Code (OAC)
123:2-3-02 through 124:2-9 regarding Equal Employment Opportunity
on State Construction Contracts and State-assisted Construction
Contracts, and OAC 123:2-3-02 through 123:2-9 regarding Equal
Employment Opportunity and Female Utilization Goals are applicable
to this project, and each contractor will be required to comply in
all aspects of these provisions.
This procurement is subject to the EPA policy of encouraging
the participation of small business in rural areas (SBRAs).
